From June 1997 through April 2002, PP&A provided over 47,000
hours of proposal management, proposal writing, and proposal
production services on-site at the ADL office in Boston.
Staffed initially by three proposal writers and one proposal
production expert (desktop publisher/graphic designer), the ADL
Proposal Center grew to six proposal writers / proposal managers
and two proposal production specialists by the end of the contract
and, at times, surged to 11 proposal writers during peak activity.
In less than five years, PP&A supported more than 250 proposals and
more than 500 technical documentation projects at the center. During
a period of extreme activity, PP&A managed, wrote, and produced 17
government proposals simultaneously. With PP&A proposal managers,
proposal writers, and proposal production specialists, the ADL win
rate on competitive proposals (including government proposals and state
and local proposals) rose to twice the industry average, including a 70%
win rate for Task Order proposals.
